If a Toro lawn mower won’t start, Toro’s manuals point to fuel over 30 days old or above 10 percent ethanol, a blade-control bar not held to the handle, and model steps: primer pushes, an On switch, battery charge or a 40 A fuse.
Which one applies depends on the model number, because Toro’s starting routine differs across Recycler, Personal Pace, Super Recycler and TimeMaster generations. Read it on the model and serial decal (Toro shows where) and do that row’s step before buying parts.
Starting steps by Toro model number
We read 14 Toro operator’s manuals, from the 20036 Super Recycler to the current SmartStow 21445 and the 2025 Recycler 21321. They describe 4 different starting routines, and doing one model’s routine on another looks exactly like a dead engine.

| Model | Engine | How to start it, per the manual | Model-specific no-start trap | GTS term | Source |
|---|---|---|---|---|---|
| 21321 21in Recycler | Briggs & Stratton Ex 140 cc | Hold the blade-control bar to the handle; pull lightly to resistance, then sharply. No primer or choke step | Release the bar and the engine stops within 3 seconds, by design | 3 years | Form 3456-222, p. 14 |
| 21332, 21352 21in Recycler | Briggs & Stratton 140 cc (21352 product page) | Hold the bar, pull | Same bar rule | 3 years (21352) | Form 3440-905, p. 13 |
| 21445 22in Recycler SmartStow | Briggs & Stratton 150 cc | Hold the bar, pull | Never start it standing in the vertical-stow position; fuel at or below the engine decal line before standing it up | 3 years | Form 3445-592, pp. 13, 17 |
| 21462 22in Personal Pace | Briggs & Stratton EXi 163 cc | Hold the bar, pull | Nothing to prime or choke: EXi engines use ReadyStart | 3 years | Form 3444-703, p. 15 |
| 21464 22in Personal Pace Electric Start | Briggs & Stratton EXi 150 cc | Hold the bar, insert the electric-start button, push until it starts; the recoil also works | Battery needs a 24-hour first charge, then monthly or every 25 starts; 40 A fuse | 3 years | Form 3444-703, pp. 15, 23 |
| 21565 21in Super Recycler SmartStow | Briggs & Stratton EXi 163 cc with Blade Stop | Hold the bar, pull | Same SmartStow fuel-level rule as the 21445 | 5 years | Form 3454-291, pp. 15, 19 |
| 21219 TimeMaster 30in, standard | Briggs & Stratton 223 cc OHV | Pull the recoil; the blades do not turn until you pull the blade-control bar after the engine starts | Holding the bar is the Recycler habit, not this model’s; STOP is a press-and-hold toggle | 3 years | Form 3471-140, pp. 14, 16 |
| TimeMaster 30in, electric start | Briggs & Stratton 223 cc OHV | Key to Start for no more than 5 seconds, or key to RUN and pull | Starting with the blade-control bar engaged may blow the 40 A fuse | See warranty | Form 3471-140, pp. 14, 15, 25 |
| 20340, 20355 22in Recycler SmartStow | Per engine decal | Per the engine maker’s manual | Fuel at or below the engine decal line; cut height 3-5/8 in or lower before folding | Per warranty at purchase | Form 3423-297, pp. 18, 19 |
| 20370, 20371, 20377, 20378 22in Recycler | Per engine decal | Hold the bar, pull | No primer step in this manual | Per warranty at purchase | Form 3375-431, p. 7 |
| 20372, 20374 22in Recycler | Per engine decal | Hold the bar, then turn the key (electric start) or pull | Key models need a charged battery | Per warranty at purchase | Form 3371-612, p. 8 |
| 20071, 20072 22in Recycler | Per engine decal | Push the primer 3 times, holding each for a second; 5 times below 55°F; hold the bar, pull | No start in 1 or 2 pulls: 1 or 2 more primer pushes | Per warranty at purchase | Form 3357-437, p. 8 |
| 20036, 20037 Super Recycler | Per engine decal | Primer 3 times, 1 second apart; 5 times at 55°F or below; hold the bail, pull | Do not prime a warm engine after a brief shutdown | Per warranty at purchase | Form 3328-678, pp. 9, 10 |
| 20093 21in Super Recycler | Per engine decal | Push the ignition toggle switch to On (I), then pull at the handle or at the engine | Toggle left at Stop; blade does not turn until you engage it | Per warranty at purchase | Form 3359-177, p. 8 |
| 21466 60V 22in Recycler | Battery, 60V Flex-Force | Install the battery, insert the button, press the button, then squeeze the bail | Battery not latched, not charged, or outside 41 to 104°F | No GTS (electric) | Form 3444-114, pp. 13, 23 |
| 21566 60V 21in Super Recycler | Battery, 60V Flex-Force | Insert the button, squeeze the bail, then press and hold the button | The reverse of the 21466 order | No GTS (electric) | Form 3448-963, p. 20 |
Every current gas Recycler and Personal Pace is hold-the-bar-and-pull (ReadyStart: no prime, no choke). The exceptions catch owners: the TimeMaster starts with the bar released, the 60V 21466 and 21566 reverse the button and bail order, and the 20036, 20037, 20071 and 20072 need 3 to 5 primer pushes.
Work through Toro’s checks in this order
Toro’s own YardCare checklist runs weather first (below 50°F, thicker oil makes cranking harder), then the air filter, controls in the starting position, fuel over 30 days old, the spark plug and, on electric-start models, the battery. The flow below folds in the model steps from the table.
1Is it a 60V battery Recycler (21466, 21566)?
YesLatch the battery fully (lid must close), charge it, keep it between 41 and 104 F, and follow your manual's button and bail order: they are opposite on these two models.
NoGo to the next question
2Is the fuel over 30 days old, or from a pump above E10?
YesDrain it and refill with fresh 87 octane, 10 percent ethanol or less. Toro calls old fuel the leading cause of hard starting.
NoGo to the next question
3Is it a TimeMaster?
YesStart with the blade-control bar released. Electric start: key to Start for 5 seconds at most; an engaged bar can blow the 40 A fuse.
NoGo to the next question
4Were you pulling without the blade-control bar held to the handle?
YesHold the bar against the handle, pull lightly to resistance, then sharply.
NoGo to the next question
5Does it have a primer bulb (20036, 20037, 20071, 20072)?
YesPush 3 times, 1 second each, or 5 times at 55 F and below. Do not prime a warm engine.
NoGo to the next question
6Is it a 20093 Super Recycler with an ignition toggle?
YesPush the toggle to On (I) before pulling.
NoGo to the next question
7Does the electric start click or do nothing (21464)?
YesCharge 24 hours, then check the 40 A fuse; the spare is in the battery compartment. The recoil still works.
NoGo to the next question
8Was a SmartStow mower stored upright with fuel above the engine decal line?
YesLay it level, check the oil and the air filter, then start it on the ground, never standing.
NoGo to the next question
9Is the plug wire loose, or the plug fouled or not gapped at 0.030 in?
YesReconnect the wire; replace with Briggs 692051 or 491055S per your model, torqued to 15 ft-lb.
NoStill no start after several attempts: Toro's manuals say contact an Authorized Service Dealer. Inside the GTS term, bring the receipt and do not open the carburetor first.

The same checks for Honda, Kohler and MTD-built mowers are on our lawn mower not starting checklist. Fuel limits maker by maker, including why E15 is off limits, are on our guide to what gas a lawn mower takes.
SmartStow models: the fuel line before you stand it up
The SmartStow manuals for the 21445, 21565 and older 20340 say: store it upright only with fuel at or below the level on the engine maker’s decal, never past 90 degrees, never transport it standing, and never start it in the vertical-stow position (Form 3445-592, p. 17). Before folding, lower the cut height to 3-5/8 in (92 mm) or less (p. 18).

Briggs & Stratton’s Mow N Stow page cites a 110 degree storage angle; Toro’s manual stops at 90, so use Toro’s number. If yours was stood up overfilled and now will not start, lay it level, check the dipstick and the air filter, which Toro says to replace when excessively dirty (p. 20). White smoke afterward is explained in our lawn mower smoking guide.
Tipping for service has its own rule. Toro says to run the tank dry or empty it with a hand pump, never siphon, and tip the mower onto its side with the dipstick down (Form 3445-592, p. 19). Our oil change guide covers the drain itself.
Primer, choke or neither: why older Toros start differently
Current EXi engines have no primer and no choke, per Briggs & Stratton. Older Toros do. The 20036 and 20037 Super Recycler manual (Form 3328-678, p. 9) says push the primer 3 times, a second apart, or 5 times at 55°F (13°C) or below, and never prime a warm engine after a brief shutdown: the first check on a primer model that won’t restart hot.

The 20071 and 20072 manual (Form 3357-437, p. 8) gives the recovery step: if the mower does not start in 1 or 2 pulls, press the primer 1 or 2 more times and try again. Toro’s troubleshooting table in Form 3328-678 (p. 20) lists an unpushed primer second, after stale fuel, and a plugged fuel cap vent hole under hard starting. None of the 14 manuals we read has a choke lever step.
Electric start, keys and switches
On the 21464 Personal Pace Electric Start, charge the battery 24 hours before first use, then monthly or every 25 starts (Form 3444-703, p. 23). If it will not charge or the starter will not turn the engine, replace the 40 A plug-in fuse; a spare sits in the battery compartment. The recoil still works on a flat battery (p. 15).
The electric-start TimeMaster uses a key: hold it at Start 5 seconds at most, and never with the blade-control bar engaged, or the 40 A fuse may blow (Form 3471-140, pp. 14 and 15). With no alternator, only the charger refills its battery (p. 24). The older 20093 Super Recycler needs its ignition toggle at On before any pull (Form 3359-177, p. 8).
Battery Recyclers fail differently. Toro’s 21466 table lists a battery not fully installed and latched, not charged, or damaged, and a red charger light when the pack is outside 41 to 104°F (Form 3444-114, p. 23). The 21566 manual says the battery is not fully in if the compartment lid will not close (Form 3448-963, p. 20).
Spark plug part numbers and gap
Toro’s product pages name a Briggs & Stratton plug for each current gas mower, most marked Not Sold on toro.com. Briggs & Stratton lists both parts as Champion RC12YC replacements gapped at 0.030 in. Its chart labels 692051 for two Vanguard engines only, while Toro specifies it for these mowers; buy the part your Toro page names.
| Toro models | Spark plug | Gap | Torque when reinstalling | Source |
|---|---|---|---|---|
| 21321, 21352, 21445, 21464, 21219 TimeMaster | Briggs & Stratton 692051 | 0.030 in (0.76 mm) | 15 ft-lb (20 N·m) | Toro 21445; Briggs chart; Form 3456-222, p. 22 |
| 21462, 21565 Super Recycler | Briggs & Stratton 491055S | 0.030 in (0.76 mm) | 15 ft-lb (20 N·m) | Toro 21462; Briggs chart; Form 3445-592, p. 23 |
A loose plug wire and a fouled or wrongly gapped plug follow fuel and the primer in Toro’s troubleshooting table (Form 3328-678, p. 20). Blade work follows the same plug-wire-off rule; see our blade sharpening guide.
First start after winter storage
Toro’s manuals have you squirt 1 fl oz (30 ml) of oil into the cylinder at storage, so the spring start begins by clearing it. The 21321 manual (Form 3456-222, p. 22) lists the order:
- Remove the spark plug and pull the recoil handle rapidly to blow the storage oil out of the cylinder.
- Reinstall the plug and torque it to 15 ft-lb (20 N·m).
- Check the oil on the dipstick; our lawn mower oil type guide lists 15 fl oz for the Recycler 21332 and 21352.
- Fill the tank with fresh fuel: no more than 30 days old, 87 octane or higher, 10 percent ethanol or less.
- Reconnect the plug wire, hold the bar and pull.
The same page calls old fuel “the leading cause of hard starting.” Toro’s warranty accepts that a first start after over 3 months of storage, or a cool spring or autumn start, may take more than 2 pulls (Toro warranty 3478-788).
Does Toro’s Guaranteed to Start promise cover it?
Toro promises to repair or replace a residential gas Recycler whose engine “does not start on the first or second pull” for the GTS period, and its claim test is whether “an able-bodied adult can no longer start your product in 1 or 2 pulls” (Toro warranty 3478-788 Rev C). GTS does not apply to commercial use, which includes rentals and mowing more than one location.
| Product | Mower warranty, residential | Engine warranty with GTS, residential | Commercial use |
|---|---|---|---|
| Gas Recycler, black steel deck, Briggs & Stratton engine | 5 years | 5 years | Mower 45 days, engine 90 days; no GTS |
| Gas Recycler, steel deck, Briggs & Stratton engine | 2 years | 3 years | Mower 45 days, engine 90 days; no GTS |
| Gas Recycler, cast deck, Briggs & Stratton engine | 5 years | 5 years | 45 days; no GTS |
| Gas Recycler, cast deck, Toro engine | 5 years | 5 years | 45 days; no GTS |
| Electric Recycler, steel or resin deck | 2 years | None | 45 days |
| Belts and wheels, walk power mowers | 90 days | None | 45 days |

The exclusions decide most no-start claims, and several are things owners do before calling:
| Toro excludes | What it means at the pull cord |
|---|---|
| Fuel more than 1 month old, over 10% ethanol or over 15% MTBE | Drain and refill before you claim; a stale-fuel no-start is not covered |
| Fuel system not drained before more than 1 month of non-use | Run it dry at season end, as the manual’s storage steps say |
| Improper starting procedures | Use your model’s row in the table above, including primer, toggle or button order |
| First start after over 3 months of storage, or a cool-temperature start | More than 2 pulls is allowed and is not a GTS failure |
| Repairs or attempted repairs by anyone other than an Authorized Toro Service Center | Do not open the carburetor before the dealer sees it |
| Spark plugs, air filters and other maintenance parts | You pay for these even inside the GTS term |
To claim, take the mower and the sales receipt to a Toro Authorized Service Center, which decides coverage; Toro excludes pickup and delivery charges. If it is outside GTS, shop prices for the same fixes are in our lawn mower repair cost survey of 26 shops.
How we compiled this
In November 2026 we read 14 Toro operator’s manuals (2006 to 2025 editions plus one undated), Toro’s consumer mower warranty, 9 Toro product pages, 2 Toro support pages and 3 Briggs & Stratton pages. Every step and number is cited to its document and page. We did not start, test or repair any mower; forums and videos showed only which questions owners ask.
Frequently asked questions
What causes a Toro lawn mower to not start?
In Toro’s own troubleshooting table the order is stale fuel or an empty tank, a primer not pushed (older models), a disconnected plug wire, then a pitted, fouled or wrongly gapped plug (Form 3328-678, p. 20). Current manuals call old fuel “the leading cause of hard starting”.
What is the first thing to check if a Toro lawn mower won’t start?
The fuel: Toro says no more than 30 days old and no more than 10 percent ethanol (Form 3456-222, p. 11). Then confirm you are holding the blade-control bar to the handle, unless it is a TimeMaster, which starts with the bar released.
My Toro 22 inch Recycler won’t start. What can I do?
Find the model number. A 21445, 21462 or 21464 needs only the bar held and a pull; a 20071 or 20072 needs 3 primer pushes, 5 below 55°F. If a current one fails 2 pulls on fresh fuel inside its 3-year GTS term, take it and the receipt to a Toro service center.
How do you start a Toro lawn mower with a choke?
Current Toro walk-behinds have no choke to set (no prime, no choke). Older ones use a primer instead: 3 pushes, or 5 at 55°F and below. None of the 14 Toro manuals we read has a choke lever step.
Why won’t my Toro start when it’s hot?
On primer models, priming a warm engine is the step Toro rules out: do not use the primer after a brief shutdown (Form 3328-678, p. 9). Pull it with no further pushes. On current models Toro’s manuals give no hot-start procedure; after several attempts they say to contact an Authorized Service Dealer.
Why won’t my brand new Toro start?
Check the oil first: the 21445 and 21464 ship with an 18 oz bottle of oil in the box (Toro 21445), and older SmartStow models note the engine comes without oil (Form 3423-297). Then use fresh E10 or less and hold the bar. A new Recycler that fails 2 pulls is a GTS case for the dealer.
