How early can you mow your lawn? In 14 of the 20 big US cities whose codes set mowing hours, 7 a.m. on weekdays. New York City and Philadelphia say 8 a.m., Baltimore 10 a.m. on weekends. Another 27 cities set no mowing hour.
Most pages on this question repeat one rule of thumb: 8 a.m. on weekdays, 9 or 10 a.m. on weekends. We read the noise chapters of 47 large US cities in the code itself, and the rule of thumb fails twice. The most common weekday start is 7 a.m., not 8, and only 4 of the 20 cities with written hours start later on weekends. The full list is below, each row linked to its section.

| Wichita, KS | 8 a.m. | 8 a.m. | 10 p.m. | Exempt in daytime | Sec. 5.63.040(a) |
Some of these rows are exemptions rather than bans, and the difference changes what you can argue after a complaint. Atlanta Sec. 74-133 and Minneapolis Sec. 389.80 ban mowing outside the window outright. Houston Sec. 30-16(7) works the other way: mowing from 7 a.m. to 8 p.m. is a defense only if the mower stays at or under 85 dB(A) at the nearest residential property line and is maintaining the property it runs on.

Do weekends start later?
Only in 4 of the 20, despite what the rule of thumb says. Philadelphia and Atlanta hold 8 a.m. seven days a week, and Charlotte, Denver and Los Angeles hold 7 a.m. seven days a week. The table shows every city where Saturday and Sunday differ from Monday.
| City | Weekday start | Weekend start | Extra hours of quiet | Holidays |
|---|---|---|---|---|
| Baltimore | 7 a.m. | 10 a.m. | 3 | Legal holidays follow the weekend time |
| New York City | 8 a.m. | 9 a.m. | 1 | New York State and federal holidays follow the weekend time |
| Seattle | 7 a.m. | 9 a.m. | 2 | Legal holidays follow the weekend time |
| Washington, D.C. | 7 a.m. | 9 a.m. | 2 | Legal holidays follow the weekend time |

Those are the legal floors, not a courtesy standard. A 7 a.m. Sunday start is lawful in Denver and can still irritate the neighbors, so on weekends we would add an hour or two where nothing forces your schedule. Lawn crews can face a separate line: Nashville Sec. 9.20.040 sets a separate rule for business equipment, barring noise over 70 dB(A) at a home from 9 p.m. to 6 a.m.
Leaf blowers often start later than mowers
If you finish the job with a blower, the mower’s start time may not cover it. Long Beach allows lawn tools from 7 a.m. but keeps blowers off until 8 a.m. on weekdays, 9 a.m. on Saturdays and 11 a.m. on Sundays and holidays. San Diego Sec. 59.5.0502(g) bars blowers in residential zones before 8 a.m. on weekdays and 9 a.m. on weekends, and the District of Columbia exemption leaves blowers out. Mow first, then trim, and run the blower last if you started near the opening time.
What if your city names no mowing hour?
Then there is no legal start time to look up, only a noise standard. Of the 47 cities we read, 27 never give mowers a clock time: Tampa exempts them outright, and 26 others apply a general noise standard. Some use only words: Dallas Sec. 30-1 bans loud noise offensive to ordinary sensibilities, and Tulsa Title 27, Sec. 1400 reaches only noise made willfully or maliciously. Others use a decibel limit that tightens overnight, and the hour it relaxes is your practical start.

| San Jose, CA | None | Disturbing or unreasonably loud noise | Sec. 10.16.010 |
| Tucson, AZ | 7 a.m. | 70 dB(A) by day, 62 overnight, residential | Sec. 16-31(a) |
| Tulsa, OK | None | Willfully or maliciously unreasonable noise | Title 27, Sec. 1400 |
Do not read a daytime decibel limit as permission. A mower can break it at noon. NIOSH cites maximum levels of 86 to 92 dBA for push mowers in a tool study, against an exterior limit of 55 dBA in Sacramento and 50 dB at or beyond the property line in single-family zones in San Diego. Distance closes part of that gap, but we have no measurement for your lot, so treat those cities as complaint-driven at any hour. Chicago is the strictest of this group on paper: Sec. 8-32-150(b) bars noise on private open space louder than conversation at 100 feet from 8 p.m. to 8 a.m.
1Is it before 6 a.m.?
YesWait. No written home-mowing rule in our table opens earlier than 6 a.m., and only Mesa and Oakland open that early.
NoGo to the next question
2Does your HOA or lease set a later time?
YesFollow the later private rule, even if the city allows an earlier start.
NoGo to the next question
3Does your city code name mowers or lawn equipment?
YesUse its clock time, and check the weekend and holiday line, since 4 of 20 cities start later then.
NoGo to the next question
4Does your city's noise table relax at a set hour?
YesTreat that hour as your practical start: 7 a.m. in most such cities, 8 a.m. in Chicago.
NoNo clock time applies, so a complaint is the test. After mid-morning on a dry lawn is the lowest-risk choice.

Does a battery or robot mower change the answer?
Not in the words of these codes, which is what a complaint will be judged against. Atlanta covers any noise-generating, motorized landscape device, and Jacksonville Board Rule 4 defines lawn maintenance equipment as manually or power operated, then bars it from 9 p.m. to 7 a.m. Read literally, that catches a reel mower and a robot on a 5 a.m. schedule. A quieter machine does help under a decibel or disturbance standard, as this comparison shows.

The grass has its own start time
The legal floor is often earlier than the agronomic one. Clint Waltz, a University of Georgia Extension turf specialist, says to mow after the dew has dried, “which is usually around mid-morning, even in the humid Southeast,” and calls 5:30 to 6 p.m. acceptable too. So a 7 a.m. start is often lawful and still wet. Our wet grass guide covers what that does to the cut and the mower.
Check your irrigation clock as well. Our lawn watering guide points to a 4 to 8 a.m. window, so a lawn on that schedule is wet at the hour most of these codes open. Skip the morning mow on those days, or set mowing days and watering days apart. How often you need to cut is a separate question, answered in our mowing frequency guide.
How to find the rule for your address
- Confirm you are inside city limits. Rules here apply to the city, and a county or suburb has its own code. Maryland COMAR 26.02.03.02 also exempts lawn care equipment statewide, in daytime hours only, which it defines as 7 a.m. to 10 p.m.
- Search your code on Municode or American Legal for “lawn”, then “mower” and “garden tool”. Cities that name mowers often do so under an exemptions section, as Louisville Sec. 99.03(E) does, rather than under a noise heading.
- If you get no hit, read the noise chapter for a decibel table and note where its time periods break. In the second table above, 12 of the 15 cities with a break put it at 7 a.m.
- Check for a later start on Saturday, Sunday and holidays, then for a separate leaf blower line. In our table 4 of 20 cities differ by day, and Long Beach holds blowers until 11 a.m. on Sundays.
- Read your HOA covenants or lease. Those private rules can set a later start than the city does, and the later time is the one to follow.
What happens if you mow too early?
Penalties are small for a first offense but real. San Antonio Sec. 21-58 makes a noise violation a class C misdemeanor with a fine of $100 to $500 on conviction, rising to $2,000 if it was intentional, knowing or reckless, and El Paso Sec. 9.40.070 caps its fine at $500. If you run a route, build the start time into your bids: our lawn mowing cost and commercial lawn care pages show how visits are priced, and a crew held to 8 a.m. in New York City has an hour less than one in Denver.
How we compiled this
In November 2026 we pulled the noise chapter of each city from its online code (Municode, American Legal, or the city itself) and searched for lawn, mower, garden and power tool terms, then read the sections that matched and the exemptions. We have not surveyed enforcement or measured any mower. We left out Phoenix, Milwaukee and Bakersfield because their code sites refused our requests, and did not review Arlington, Texas. Local law changes, so confirm the section before relying on it.
This page is general information, not legal advice. Codes change and apply differently by zone; check the linked section for your address.
Frequently asked questions
Is 7am too early to mow a lawn?
Legally, usually not on a weekday: 14 of the 20 big-city rules that set mowing hours open at 7 a.m. It is too early in New York City, Philadelphia and Atlanta, which open at 8 a.m., and on weekends in Baltimore, Seattle, New York and Washington, D.C.
What time can you legally start mowing your lawn?
Your city’s code sets it, and there is no national rule. Among the 47 cities we read, the written start times run from 6 a.m. in Mesa and Oakland to 10 a.m. on weekends in Baltimore. Another 27 set no mowing hour at all.
Is 8:30 too early to mow?
No written rule in our table bars 8:30 a.m. on a weekday. On a weekend it is too early in New York City, Seattle and Washington, D.C. (9 a.m.) and Baltimore (10 a.m.). UGA’s turf specialist would also wait for dew to dry, which he puts at around mid-morning.
What time can you start mowing your lawn in Texas?
City code decides. Houston allows 7 a.m. to 8 p.m. under 85 dB(A), and El Paso exempts lawn mowing from 7 a.m. to 10 p.m. Fort Worth moves to its 70 dBA daytime limit at 7 a.m., Austin bars noise audible at an adjacent home until 7 a.m., and Dallas names no hour.
What time can you start mowing your lawn on Sunday?
In 16 of the 20 cities with written hours, Sunday is treated like any other day. The later Sunday starts are 9 a.m. in New York City, Seattle and Washington, D.C., and 10 a.m. in Baltimore. Long Beach leaf blowers wait until 11 a.m. on Sundays.
Is it illegal to mow your lawn early in the morning?
It can be. Before 7 a.m. you are outside the written window in 18 of the 20 cities with written hours; only Mesa and Oakland open earlier. Enforcement usually starts with a complaint, and San Antonio’s penalty is $100 to $500 on conviction.
